On New Year's Eve (1996), three police detectives of the 7th Police Station are confronted with the crucial moment.... to fire or not to fire. At 8:45 a.m., the self-righteous Inspector Dixon, mistakenly kills a hostage during a holdout. His error brings him under the interrogation of his own sub-ordinates. The sudden switch in position gives him a chance to understand other people's feelings.

At 3:17 p.m., an inexperienced new recruit Longwaist, kills a young triad member, and feels very proud of it. But his attitude changes when he sees the father of the man he just killed. He questions whether the young man's crime really deserved death and...

7:30 p.m., one of Dixon men Ah Kam pays a home visit to his boss Koo, in the hope of saying a few words to help Dixon, only to discover that his wife is in the bed of Koo. He wished he could kill Koo, but he's never had to open fire on somebody ever. He believes there's a solution to every problem.
