In 1991, a group of organized criminals headed by Cheung Keung has been hitting jewelry stores and armored car throughout Hong Kong. The most talkative crime was the robbing of the $170 million armored car at the airport. Cheung was arrested and sentenced 18years only two months after the robbery. However, the Police have to let hime walk after Cheung appealed for justice misconduct in 1995.

Cheung believed that he was invincible in the 90’s. He was joined by the top most wanted man in Hong Kong. Yip, and together, they sucessefully kidnapped the two richest men in Hong Kong and received a total of $1.6 billion in a ransom. In one of the kidnapping, Cheung came to the millionaire’s residence loaded with dynamite to collect the money. Even though the incident was not reported, but rumours were spread and the security of the riches’were tightened.

All these ransom money did not satisfy Cheung. He was aming for something grand, something to shock the world with. His next target was to kidnap the Chief of Secretary.

The Hong Kong Police Department was determined to arrest Chueng and his accomplices. Surveillance was placed on all gang members and the police were ready to get them all just before their next move. Project S was all ready to go when the police discovered a total of 800 kilogram of explosive stored away for Cheung’s target. In less than 2weeks, Cheung and everyone worked for him were arrested within the territories and in Mainland China.

Cheung went on trial in Mainland China in September, 98. Death penalty is expected for the man who would do just anything to get what he wanted.
